Why Walkability Could Become One of Arizona’s Biggest Public Health Priorities

Arizona is one of the fastest-growing states in the country, and its cities are expanding in every direction. But the way that growth has unfolded, spread across wide arterial roads, low-density suburbs, and vast distances between destinations, has left most residents with no practical way to get anywhere on foot. That design choice carries a public health cost that is becoming harder to ignore.

The health case for walkable communities

Walkability is not a quality-of-life preference. It is a measurable feature of the built environment that shapes how much people move, how often they interact with their neighbours, and how likely they are to develop chronic disease. Neighbourhoods with connected sidewalks, mixed land uses, and access to transit give residents a reason to walk as part of their daily routine rather than as a separate exercise commitment.

The evidence is substantial. Residents of highly walkable neighbourhoods are approximately 50% more likely to reach recommended levels of physical activity compared to those in less walkable areas, and about 24% less likely to experience obesity. Higher perceived walkability is also tied to reduced risk of diabetes, cardiometabolic disease, and hypertension, along with better mental health outcomes. 

For a state where heat-related illness, obesity, and cardiovascular disease already strain the public health system, those numbers represent a genuine policy opportunity.

Arizona’s car-dependent landscape

Phoenix’s reputation as a car-dependent sprawl city is earned. The metro area covers over 14,000 square miles, and suburban development patterns from the 1960s through the 1990s made walkability an afterthought. The result is a built environment designed almost entirely around vehicle throughput. Wide arterials move cars efficiently but leave pedestrians exposed and isolated. Destinations sit far enough apart that walking feels impractical even when sidewalks exist.

Tucson, Mesa, Chandler, and Gilbert all reflect similar patterns. Low-density zoning, setback requirements, and the absence of mixed-use development mean that most errands require a car trip regardless of what a resident might prefer. The design reinforces itself: when walking feels unpleasant or unsafe, fewer people do it, which reduces political pressure to improve infrastructure, which keeps walking unpleasant.

The heat factor

Arizona’s extreme summer heat adds a genuine complication. Temperatures above 110 degrees Fahrenheit make outdoor walking dangerous for extended periods, particularly for older adults and people with underlying health conditions. That is a real constraint.

But the heat argument gets overstated. Mornings from October through April are comfortable for walking in most Arizona cities. The problem is that the infrastructure was never built for pedestrians during those months either. Shade trees are sparse. Sidewalks end without warning. Crosswalk timing favours vehicles. Heat is a seasonal barrier; the built environment is a year-round one.

Equity dimensions

Walkability gaps in Arizona do not fall evenly across the population. Lower-income neighbourhoods and communities of colour are more likely to lack continuous sidewalks, safe crossings, and nearby destinations. Residents who do not own cars or cannot drive, including older adults, people with disabilities, and many younger residents, bear the full cost of car-dependent design. For those groups, poor walkability is not an inconvenience. It is a barrier to employment, healthcare, groceries, and basic social connection.

The safety problem

Pedestrian safety data in Arizona makes the urgency of this conversation concrete. Despite improvements in some areas, there were 2,079 pedestrian crashes and 1,379 bicyclist crashes in 2024, the highest numbers recorded in the last five years. Arizona’s pedestrian fatality rate stands at 3.6 per 100,000 residents, nearly twice the national average.

The geography of those crashes reveals the structural problem. Maricopa County accounts for 73% of all pedestrian crashes state-wide, and 76% of pedestrian deaths happen in darkness, most on wide arterials built for vehicle speed rather than pedestrian safety.

These are not random tragedies. They follow predictable patterns tied directly to road design: high speeds, minimal lighting, long crossing distances, and the absence of protected pedestrian infrastructure. That goal is meaningful, but it also acknowledges how far current conditions fall short.

Improving walkability and improving pedestrian safety are, in practice, the same project. Narrower lanes, shorter crossing distances, protected crosswalks, better lighting, and more consistent sidewalk networks all reduce crash risk while making walking more appealing as a mode of daily transportation.

What genuine progress looks like

Several Arizona cities are beginning to move in a more pedestrian-oriented direction. Valley Metro opened the Northwest Extension Phase II of its light rail system in January 2024, adding three new stations and connecting additional communities to transit-oriented development corridors. Transit access and walkability reinforce each other: people who can reach a light rail station on foot extend the reach of the entire transit network.

Meaningful progress on walkability typically requires changes across several interconnected areas:

  • Land use: Zoning that allows mixed-use development, smaller setbacks, and higher density near transit corridors gives people destinations within walking distance.
  • Street design: Narrower travel lanes, shorter pedestrian crossing distances, raised crosswalks, and protected intersections reduce vehicle speeds and improve safety.
  • Shade and cooling infrastructure: Tree canopy programs, covered walkways, and reflective pavement reduce the heat burden that makes walking uncomfortable during shoulder seasons.
  • Sidewalk continuity: Gap audits that identify and fill missing sidewalk segments are among the most cost-effective pedestrian investments available.
  • Lighting: Consistent street lighting along arterial corridors directly addresses the night-time fatality pattern that shows up repeatedly in Arizona crash data.

None of these changes require dramatic reinvention of existing neighbourhoods. Most can be implemented incrementally as roads come up for resurfacing, development projects move through permitting, and capital budgets allow.

Looking ahead

The conversation about walkability in Arizona is shifting from a niche urban planning topic to a mainstream public health and safety issue. Population growth is adding pressure to existing infrastructure, and the communities being built today will shape how residents live and move for decades.

There is a growing alignment between infill development trends and a new generation of residents and buyers prioritising walkable neighbourhoods that blend residential, retail, and recreational options. That market signal, combined with the weight of the health and safety evidence, gives policymakers a real opening to make walkability a design standard rather than an exception. The choices made in the next few years of planning and investment will determine whether Arizona’s growth makes this problem better or significantly worse.
