The UK government is testing an AI chatbot to help small business owners and entrepreneurs navigate the complexities of starting and running a business.
Joe Phelan, a business bank accounts expert at money.co.uk, highlights the chatbot’s potential, noting that early adopters have already sought advice on various topics, from business rules to tax.
“You might be one of the 15,000 early access users who have already used the tool to seek advice on topics ranging from business rules to tax,” Phelan says. “While still in a trial phase, the chatbot promises to offer an accessible way for business owners to get the support they need from GOV.UK.”
The AI chatbot aims to simplify access to information on GOV.UK by providing specific answers to user queries, such as “What is public liability insurance?” Phelan believes this tool addresses a broader issue, as navigating the overwhelming volume of business-related guidance and regulations is a challenge many entrepreneurs face.
Small business owners often find themselves juggling multiple responsibilities, from daily operations to strategic planning, with little time for research or administrative tasks. The government’s chatbot intends to alleviate some of this burden by offering time-saving resources.
“The day-to-day demands of running a business make it difficult to allocate time for research or strategic planning, which can result in missed opportunities or costly mistakes,” Phelan explains.

The chatbot, built on OpenAI’s GPT-4 technology, pulls data from over 700,000 pages of GOV.UK content. It provides personalised, concise responses that aim to simplify website navigation and offer a direct path to relevant information.
While the tool’s primary function is not revolutionary AI, it serves as a shortcut to business knowledge by consolidating and condensing information from a vast database. Users can access detailed guidance on tax rules, insurance, and funding opportunities, among other topics.
But the chatbot is not without limitations. A message displayed during the trial warns about potential AI “hallucinations,” where the system might generate incorrect or misleading information. To mitigate this, users are advised to verify the linked content fully.
For small business owners, the chatbot represents a significant advancement in simplifying access to essential resources. The complexities of finding accurate and reliable information are a common pain point for entrepreneurs, and this tool provides a potential solution.
